About the Process

Land planning and development in Western Australia can be confusing and often take a long time. The diagram below seeks to simplify the process and put some time frames in perspective.

We are in the very early stages of the project which involves planning and requires the development of a masterplan.

Community engagement is central to this process and provides to community the opportunity to contribute to the masterplan and shape the future of their neighbourhood.

LEARNING – Taking a good look at the site

Earlier this year the Department engaged a Town Planning consultant team to investigate the site as part of a longer term role in producing a masterplan for the Brownlie Neighbourhood.

Importantly this process looks at the site and how it relates to its surroundings. This included looking at public transport services and the type and usage of available community facilities as well as housing and people.

TALKING -  Community workshops reveal fresh new vision for the Neighbourhood.

Earlier this year the Department and the City of Canning undertook a series of community and stakeholder workshops.

The workshops are aimed at understanding the Brownlie Neighbourhood community and their aspirations for the future of their neighbourhood. This helped gain an insight into the communities aspirations for a redeveloped Brownlie Neighbourhood.

What has happened so far:

18 July 2009 - Community Visioning workshop

30 July - Stakeholder workshop

Designing the plan

August 2009 - Design workshop

Checking the plan

You don’t get an architect to build you a house without first seeing the plans, so its the same principle here!

We need to make sure that the community can see and comment on the plans produced from the workshops. The concept plan for community discussion is now available on the online forum.

The design team is currently working on some design options that we feel response to the communities needs and vision as expressed in the workshops. These should be developed in draft format for your consideration and comment very soon.

 

HAVE YOUR SAY

The draft concept plans (for discussion purposes) is now available for your viewing and discussion.

The Department will hold a series of community information stalls in February 2010. We will be updating the website to provide details of  when and where these stalls will be held in your community.

Come along and comment on the plan and talk with our planning staff about your ideas.

 Seek Approval of Council

The law requires that most development plans seek the endorsement of local government.

This means the final plan and supporting papers are to be given to the City of Canning for their consideration and approval.

The City of Canning will talk to you about the plans and ask for your comment and input at this time!

City of Canning may request changes to the plans and negotiate a different plan if they or the community is not happy with the design.

Final Approval from Council

The masterplan will need to be given an approval by way of a Council resolution in the council's chamber.

Detailed Design

The masterplan is kind of like a blob map showing the layout of streets, parklands and road. The plans are not very detailed so once everyone has agreed on the plan (road networks and land uses) then more work can be done on the finer details.

  • The design of parkland,
  • What the streets will look like (trees, paths, benches)
  • Community spaces – what will the town square look like.
  • The look of future buildings.

this needs to be developed with the City of Canning and approved.

SUBDIVISION, SITE WORKS AND DEVELOPMENT APPROVALS

Once all the approvals are in place things can really start to happen!

During this time the area will be busy with demolition and construction work while new roads are laid and parklands are built.

Any new dwellings and shops will need the separate approval of the City of Canning prior to being built .

Some of the existing buildings in the area are old and may be demolished in 2009/10.
